The Connecticut Dietetic Association (CDA) has been a partner and 
resource for four local mini-grant projects that were initiated during 
the past year to promote healthy eating and increased physical activity 
within Connecticut communities.  Each project had a unique focus and a 
registered dietitian contracted to implement the activities.  Some brief 
highlights:

 

    * East Shore Health District in* *Branford collaborated with
      Branford High School's school-based health clinic and Yale-New
      Haven Hospital to enroll students into the "Bright Bodies"
      program.  This program featured a 12-week session that met after
      school and incorporated exercise, nutrition, and behavior
      modification techniques.

 

    * East Hartford's Health & Social Service program showcased a safe,
      well-marked 1.5 mile walking trail that loops through the central
      downtown area.  It garnered the support of the mayor, town
      department of public works, town engineers, and city council. 
      Materials developed for distribution included trail maps and a
      "Physical Activity Resource Guide."  A Mayor's Walk event was held
      in April 2007. 

 

    * North Central District Health Department worked with four
      elementary schools in Enfield and East Windsor to provide
      educational sessions for parents and children that highlighted
      nutrition, fitness, food preparation, and tasting.  This
      initiative included the collaboration of the Suffield Culinary
      Institute.  Outreach flyers were distributed to parents via
      schools, PTO/PTAs, and WIC Programs, and have also been translated
      into Spanish.

 

    * Ledge Light Health District worked with two middle schools in
      Groton and New London and recruited registered dietitians, an
      exercise physiologist, and experts in behavior modification as
      workshop trainers.  Teachers participated in three training
      workshops that included a "Get Healthy Action Plan" to assist them
      in their commitment to serve as role models to motivate their
      students to engage in healthy behaviors.  Other activities
      included the development and distribution of a parent newsletter
      and a "Community Conversation" event co-sponsored with the school
      PTO and school-based health clinic.

        *Delaware Governor Signs Dietetics Licensure Act*

The Delaware Dietetic Association (DDA) set up a booth at their Annual 
State Meeting to help members find their legislative districts.  A DDA 
volunteer had a spreadsheet with all of their members' addresses to 
assist them in locating their representatives.  Almost everyone who 
attended the DDA meeting called their districts to tell them to support 
the Licensure bill, making a large impact on the Senate. 

 

In part due to members calling and making a difference, Delaware Gov. 
Ruth Ann Minner signed into law a new dietetics licensure law on 
Thursday, June 21, 2007, making Delaware the 37^th state legislature to 
approve licensure for dietitians.  This came following a tough fight by 
the DDA in their Senate. 

 

Opposition to the Delaware bill was strong throughout the past year, and 
produced amendments to the Senate version that would have given 
unprecedented recognition to "herbalists" and other integrative 
practitioners.  Faced with these amendments, DDA coordinated their 
grassroots focus and eventually convinced lawmakers to drop them to 
better protect the public. 

 

Special recognition goes to Sue Konek, immediate past president of DDA, 
and Michell Fullmer, DDA's licensure chair.  Their leadership with their 
licensure committee, their Board, and their grassroots members, was a 
big success. 

 

"The close relationships between the Delaware Dietetic Association and 
the Delaware legislators allowed for the expedited passage despite tough 
opposition up until the very end.  Our supporters managed to have the 
bill placed first on the long House agenda so that it could be walked 
over to the Senate and voted on immediately on the very same day," said 
Fulmer.

 

ADA frequently states that 46 states recognize dietitians.  Most states 
license RDs; 11 states have certification or title protection.  Only 4 
states have no form of recognition for the dietitian.

        *Money Follows the Person: Indiana Dietetic Association Is Involved*

The Indiana Division of Aging held six public listening sessions across 
the state in December 2006, to inform and gather input about the vision 
and plan of the Indiana Division of Aging and Area Aging Agencies 
(AAA).  The overall goal is to maximize the number of consumers being 
served in a non-institutional community setting while using the most 
efficient and economically sound methods available. *The Indiana 
Dietetic Association (**IDA**)** had a registered dietitian at each 
session armed with a list of nutrition issues to discuss. *

 

The four primary supportive areas discussed in the state listening 
sessions included:

    * Offering support services such as transportation
    * Making options available for meals and nutrition programs
    * Addressing affordable housing
    * Improving coordination of services.

 

Based on input from the dietitians and the overall sessions, Indiana is 
now pursuing an idea of a nutritional "Plan of Care" for each 
individual.  This would be developed in conjunction with a Minimum Data 
Set (MDS) that will be used to develop a foundation for the Plan of 
Care.  The idea of developing a restaurant voucher is also now being 
investigated. 

 

Brenda Richardson, 2006-2007 IDA president, and Ann Overmyer, secretary 
of the Indiana Consultant Dietitians (ICD), have been representing IDA 
and ICD at the stakeholder and committee meetings held every two weeks 
with the Indiana Division of Aging since October 2006.  On January 16, 
2007, Brenda Richardson met with the Indiana Restaurant Association to 
investigate the possibility of developing a statewide voucher system 
where restaurants will provide foods/meals to consumers with use of a 
voucher program. 

The Centers for Medicare and Medicaid Services (CMS) has awarded Indiana 
$21 million grant---one of only 18 states to receive this award---to 
develop the Money Follows the Person Programs.  *The goal of CMS is to 
reduce nursing home occupancy by 25% by 2011.* 

 

There have been several key nutrition issues which have been presented 
at the public meetings and at the Money Follows the Person stakeholders' 
meetings by registered dietitians from IDA and ICD.

 

IDA thanks the following registered dietitians that have already been 
involved: Anne Overmyer, Bonnie Gunckel, Mary Ellen Posthauer, Martha 
Rardin, Brenda Richardson, Liz Schenck, Hanna Kelley, and Susan Kimmel.

        *Minnesota Dietetic Association Partners with Mall of America

The Minnesota Dietetic Association (MDA) began an exciting opportunity 
this February.  MDA was asked to partner with the Mall of America on 
their Healthy Lifestyles program.  The program is an attempt to bring 
healthy living events and information to the patrons at the Mall of 
America.

 

For MDA, this has meant getting great recognition for the dietetic 
profession.  MDA is promoting dietetics and healthy eating to the state 
of Minnesota, as well as to  both American and international visitors at 
the Mall.

 

MDA's participation includes being part of a quarterly brochure, where 
they are getting name recognition with their logo by giving healthy 
living tips and healthy recipes.  In addition, they have had booths at 
specific topic events, such as heart health; the launching of the 
"Fruits and Veggies -- More Matters" campaign; and a health fair 
sponsored by the University of Minnesota Medical Student Association.  
Other venues will be offered this fall and winter, where they will again 
have booths.

 

MDA is currently working on an event on Childhood Obesity, which will be 
held August 7.  MDA's participation includes coordinating this event and 
bringing in allied organizations to have booths, as well as having some 
hands-on activities.

 

One other project that will feature the MDA logo is a healthy eating 
guide to the Mall of America.  With approximately 50 eating 
establishments at the Mall, this is a daunting task.  MDA's goal is to 
have the publication ready for the August 7, 2007 event.  The brochure 
will contain a list of restaurants by type andhealthy eating tips, using 
the Pyramid in making food selections and other tips.  It will be 
available all the time at the Mall, not just quarterly as the other 
brochure.

 

The project is a one year grant, but Mall management is attempting to 
secure funding for another year so that we can continue promoting 
"Healthy Lifestyles."

        *Montana** Dietetic Association Is Involved in Montana's New Law
        to Protect Working Mothers' Right to Breastfeed*

On April 26, 2007, Governor Brian Schweitzer signed into law SB89, 
"Providing for breastfeeding in the workplace."  The bill that was 
sponsored by Senator Carol Williams during the 2007 legislative session 
requires break time and privacy for needs of breastfeeding mothers 
employed by state and county governments, municipalities, school 
districts, and the university system.  All Montana public employers must 
have a written policy supporting women who continue breastfeeding after 
returning from maternity leave.  The policy must state that employers 
shall support and encourage the practice of breastfeeding, accommodate 
the breastfeeding-related needs of employees, and ensure that employees 
are provided with adequate facilities for breastfeeding or the 
expression of milk for their children.  Effective October 1, 2007, more 
than 23 percent of working women in Montana will be afforded protection 
to breastfeed when they return to work. 

 

The campaign was coordinated by the Montana Dietetic Association (MDA).  
MDA set out to build awareness in communities, enlist the help of 
supporting organizations, identify legislators to carry the bill, and 
educate members of the legislature.  MDA member Pat Hennessey, who 
coordinated efforts to pass Montana's first breastfeeding law in 1999 
allowing women to breastfeed in any public or private location, provided 
valuable mentoring.

 

Efforts by MDA included:

   1. Using a Breastfeeding listserv to educate and mobilize more than
      200 certified lactation counselors and consultants as an advocacy
      workforce to support the bill.
   2. Implementing social marketing strategies with targeted messages to
      constituents, including the health and economic benefits of
      breastfeeding for mothers, infants, employers, and tax payers. 
   3. Soliciting support letters from 30 health associations
      encompassing public and private health, labor, and public employee
      groups.
   4. Mobilizing testimony from women who endured challenges when
      breastfeeding after returning to work.
   5. Developing contingency plans in the event of potential barriers
      such as inability to attend hearings because of bad weather,
      rescheduling of hearings, and lobbying efforts by formula companies.

 

The majority of Montana mothers breastfeed their newborns, but most 
return to work soon after delivery and switch to formula soon 
thereafter.  By six months of age, few babies are exclusively 
breastfed.  Kim Pullman who is employed by the State of Montana states, 
"As a new breastfeeding mom, I had concerns about how I was going to fit 
in breastfeeding with working full-time.  This law gives me security in 
my right to breastfeed and pump at work.  This law is a great step in a 
healthy direction for mothers and babies.  I hope it helps more moms 
continue to breastfeed after they return to work." 

 

Future work planned by MDA includes the development and maintenance of a 
Web site with sample policies, breastfeeding education and resources, 
and examples of exemplary worksites.  MDA will also finalize and 
distribute "Breastfeed License Cards" to pregnant women and new 
mothers.  Breastfeeding advocates will be linked with employers 
interested in becoming mother-baby friendly.  For information including

        *Oklahoma** Dietetic Association Board Members Meet with the
        Secretary of Health*

On June 1, four members of the Oklahoma Dietetic Association (ODA) Board 
and an intern met with James M. Crutcher, MD, MPH, the current Oklahoma 
Commissioner of Health and the Secretary of Health.  Mr. Terry Bryce, 
Chief of WIC Service with the Oklahoma State Department of Health, was 
also present.

 

ODA president, Deirdre Postier, accompanied by Legislative Network 
Coordinators Misti Leyva, LaDonna Dunlop, Cathy Montgomery, and 
OSU-intern Karah Sanchez met with Dr. Crutcher for most of an hour.  ODA 
executive director Heather Engelman prepared a notebook for Dr. Crutcher 
which contained information about: what ODA is, who registered 
dietitians are, what their educational and experience qualifications and 
requirements are, what makes RD's the nutrition experts, and a list of 
diverse health care careers where registered dietitians practice. 

 

Dr. Crutcher was very interested in the dietetics profession and 
admitted little knowledge about the profession as a group prior to the 
meeting.  ODA board members were most impressed with his interest and 
willingness to learn more about registered dietitians. The Board members 
and Dr. Crutcher discussed the importance of balanced nutrition in the 
fight to improve the public health status of Oklahomans.  Dr. Crutcher 
admitted so many of the health issues Oklahomans face have an important 
nutrition component:  heart disease, diabetes, and obesity.  ODA board 
members asked Dr. Crutcher to utilize ODA and its almost 800 members as 
a resource in the /Governor's Strong and Healthy Oklahoma Initiative/ 
and any public health strategies in the future.  ODA's time with Dr. 
Crutcher ended on a pleasant note as Deirdre presented him with a green 
glass apple paperweight.

        *Washington** State** Dietetic Association Celebrates New
        Members and Students*

Washington State Dietetic Association (WSDA) celebrated new members 
during their 2007 spring convention.  When registering, convention 
attendees were asked to indicate if they had been a member for 5 or 
fewer years.  These new members received a badge ribbon, indicating that 
they were a new member, and a special small gift (ADA post-it pad, pen, 
or highlighter) at registration.

 

This recognition made new members feel welcome and encouraged more 
experienced members to connect during networking and breaks. WSDA 
encouraged everyone to network with the "blue ribbon" people. Over 100 
new members attended the convention!

 

The new member recognition program was a combination of efforts, driven 
primarily by the entire board and the convention steering 
committee. WSDA hopes to continue this program in the future.

 

As part of the 2007 annual convention, WSDA conducted a special student 
session.  Speakers addressed employment and career opportunities.  Funds 
were made available so that all registering students received a free lunch.

 

This was a great opportunity for students to network and learn.

 

The student session was spearheaded by the WSDA president.  This coming 
year, the director of Member Services will work closely with WSDA's two 
student board members to create a session that meets student needs.  
WSDA plans on surveying all students to determine the details.
